Governor Caleb Mutfwang of Plateau State has ordered an immediate suspension of all mining activities in the state as part of efforts to address growing security threats.
The directive, outlined in Executive Order 001 of 2025, was made public on Saturday in Jos. Governor Mutfwang emphasized that the decision was prompted by escalating security issues in mining communities across the country.
“This measure is a response to the rise in illegal mining, increasing insecurity, and the unchecked influx of foreign miners operating without proper regulation. These activities have contributed to crimes such as banditry, kidnapping, drug trafficking, and the proliferation of illegal firearms,” the governor stated.
As the state’s Chief Security Officer, he stressed that suspending mining operations was necessary to safeguard the lives and property of residents. The move aims to restrict mining site access to only licensed operators while curbing criminal activities linked to illegal mining.
The suspension, which took effect on Friday, February 21, 2025, will be enforced in collaboration with federal and local authorities. The government plans to introduce a monitoring framework that will involve host communities and mineral rights holders to enhance regulation within the mining sector.
Governor Mutfwang further revealed that a comprehensive security review of mining areas would be conducted. Additionally, Community Development Agreements (CDA) will be established to ensure that host communities benefit from mining operations.
“This initiative is a crucial step toward tackling illegal activities in mining zones while ensuring that the state’s mineral resources are managed transparently and responsibly for the benefit of our people,” he added.
To oversee the implementation of these reforms, the governor inaugurated a Technical Committee on Mining Reform, chaired by Mr. Philemon Dafi, Commissioner for Justice. Other members include the Commissioners for Environment, Women’s Affairs and Social Development, as well as the Chairperson of the Plateau State Gender Commission.
Additionally, representatives from the Miners Association of Nigeria, Plateau Investment and Property Corporation (PIPC), and other key stakeholders in the mining sector will play active roles in the committee.
The committee has been tasked with overseeing the restructuring of the mining industry and ensuring that all necessary reforms are effectively implemented.
